她说了什么?什么都没说!说了一切!|会饮观察

这是在上个月英国举行公投决定退出欧盟后,英国女王首次发表重要讲话。如果你是女王陛下,就需要斟辞酌句,不能表明立场。所以当有一家报纸自称说了解女王对英国欧盟公投结果的态度时,白金汉宫做出愤怒的反应。女王的讲话干政了吗?她没有。但她试图就上周的一系列事态发表笼统的看法了吗?是的,但是是在敦促人们保持冷静这个背景下说的。这番话不仅说给苏格兰议会听,也说给威斯敏斯特(英国议会)或者其它正在试图应对英国退出欧盟公投结果的地方的人听。

议会主席,首席部长,苏格兰议会阁员们,很高兴能够受邀来到苏格兰议会第5届大会开幕式这一特殊场合发表讲话。

首先,我要感谢首席部长善意的欢迎辞,并向你的新职位表达我最良好的祝愿。你肩负着保卫苏格兰议会的声誉及良好作为的重任,我毫不怀疑你会在坚持公正、良好判断,毫无偏见方面承续你前任们,并成为本议会的坚定支持者。

苏格兰议会的阁员们,今天这样一个场合恰是应该充满了希望与乐观。本届会议吸收了大量新内阁成员,这是自1999年以来前所未有的,因而带来了真正的全新开端。就我而言,这也是因为能够与许多当年的苏格兰议会阁员们的热情与兴奋的相遇的一种回应,我很高兴地注意到当年你们中的许多人今天仍在从事苏格兰公职服务。

十七年来,苏格兰议会已变得更加成熟而老练。当然,我们都生活于一个越来越复杂而要求愈多的世界,在这样一个世界里,一切事物都可能以令人瞩目的速度发生与发展,保持镇定从容与勇气有时并非易事。本议会多年来成功地证明了自己在这飞速发展的世界保持领导能力的一个标志,就是让人有足够的空间深思熟虑,以更深刻更冷静的思考来应对挑战,抓住机遇。

我也相信,你们会继续从铭刻在权杖上的基本价值观中汲取力量:智慧、公义、仁爱——这是苏格兰议会创立的原则。这些原则与价值观曾经出色地贯彻于苏格兰议会,也将在未来继续引领那些新加入及回归的阁员。

本次会议将履行重要的新税制和福利,及其他公共政策。在你们已做好准备承担的额外责任中,我祝愿你们一切顺利。对于你们贤明地运用权力与能力为全体苏格兰人民的谋福利的举措,我一如既往地给予信任。

今天不仅是苏格兰议会第五届会议的正式召开,也是爱丁堡人聚集在一起为苏格兰的卓越与优秀而庆祝的日子,我可以毫不犹豫地说,此地定会有许多这样的庆祝!今天,让我们回顾一下爱德温·摩根的诗句:“把门打开吧!”我的理解是今天下午的一切活动皆围绕这一诗句而行,这诗之所以著名是因为这句话:“我们有着超越于大厦的大厦”。

议会主席,首席部长,苏格兰议会阁员们,爱丁堡公爵和我将以最大的关切来追随你们的进程。在此第5届会议召开之际,谨向你们表达最良好的祝愿。

Presiding Officer, First Minister, Members of the Scottish Parliament, it is a pleasure to be invited to address you on this special occasion to mark the opening of the fifth session of the Scottish Parliament.

I would like to begin by thanking you, Presiding Officer, for your kind words of welcome, and extending my good wishes to you in your new role. You carry a heavy responsibility for protecting the reputation and good conduct of this Parliament and I have no doubt that you will follow in the steps of your predecessors in demonstrating fairness, good judgement and impartiality, as well as being a strong advocate of the Parliament.

Members of the Scottish Parliament, occasions such as today are rightly a time for hope and optimism. The beginning of this new session in particular brings with it a real sense of renewal, with your largest intake of new Members since 1999. For me, it also brings an echo of the excitement and enthusiasm I encountered that year , when many of the then MSPs --- and I am pleased to note quite a number of you are still serving today --- set out on a collective journey in Scottish public service.

Seventeen years on, the Scottish Parliament has grown in maturity and skill. Of course, we all live and work in an increasingly complex and demanding world, where events and developments can, and do, take place at remarkable speed; and retaining the ability to stay calm and collected can at times be hard. As this Parliament has successfully demonstrated over the years, one hallmark of leadership in such a fast-moving world is allowing sufficient room for quiet thinking and contemplation, which can enable deeper, cooler consideration of how challenges and opportunities can be best addressed.

I am sure, also, you will continue to draw inspiration from the founding principles of the Parliament and the key values of Wisdom, Justice, Compassion and Integrity that are engraved on the mace. These principles and values have already served the Scottish Parliament well and they will continue to guide new and returning members in the years ahead.

During this session, the Parliament will implement significant new tax and welfare powers in addition to other areas of public policy. I wish you every success as you prepare to take on these extra responsibilities, and I remain confident that you will use the powers at your disposal wisely and continue to serve the interests of all the people of Scotland to the best of your ability.

As well as formally marking the opening of the fifth session of the Scottish Parliament, today is also a day where people will come together in Edinburgh to celebrate excellence in Scotland. And I can say, without fear of contradiction, that there is certainly a lot to celebrate! Today we are reminded of Edwin Morgan’s poem, “Open The Doors!” and I understand that this afternoon's activities are themed around that poem, which famously has the line, “We have a building that is more than a building”.

What a wonderful way of describing this Parliament!
